I contacted Xbox support, they suggested that possibly Vodafone has port restrictions in place on the router limiting the speeds.
With the Xbox One also connected via Ethernet, I'm seeing dramatically slower speeds. I've just upgraded to Vodafone's FibreX Max connection and I'm seeing speeds of 800-900 Mbps Down, 80-90 Mbps Up on a PC connected via Ethernet.
